I have to define it, otherwise everybody's telling me: You see everyone is physically different, so equal intellectual capacity is impossible. But it has nothing to do with physics, nobody had succeded in locating intelligence in the brain, so we only can notice that our observation is different in case if we're starting from equality or difference and that the results are different too. Supposing difference means inferiority and superiority of expression of intelligence, supposing equality means that even if there is difference of expression, they started from the same point and with the same potential. A chain of individual or group decisions, will and discipline decided further individual difference.
It has nothing to do with: everone can do it if he wants to. This sentence is too often used to show the other's incapacity. No, simply that we can (or not) benefit from an equal starting point.
